London Borough of Lewisham
Project:-reducing re-offending project

SP Solutions has been working with London Borough of Lewisham since 2009 on new approaches to reducing re-offending in the Borough. We contributed extensively to the development of the reducing re-offending strand of the Borough’s Total Place project. Since then we have continued to work with the Authority on the development of innovative approaches to reducing re-offending using Payment by Results as part of the Ministry of Justice innovation pilots The approach taken was the subject of a recent report by the IPPR Redesigning Justice: Reducing Crime Through Justice Reinvestment.

North Tyneside Council
Project:- interim management of the Supporting People Programme
SP Solutions provided interim management of the North Tyneside Council Supporting People programme for a two-year period. Key achievements included:

  • Delivering a savings programme in response to 25% reduction in funding, through decommissioning, remodelling and price negotiations with providers
  • Establishing gateway service for allocation of housing support services
  • Strategic review, value for money assessment and reconfiguration of all community based mental health provision, including housing support, employment, day care and supported living services
  • Strategic review and value for money assessment of all community based services for people with learning disabilities
  • Strategic review and value for money assessment of sheltered housing and community alarm provision

North East Improvement and Efficiency Partnership
Project:- cost-benefit analysis of the Supporting People programme
In 2010 SP Solutions were commissioned by NEIEP to undertake a cost-benefit analysis of the regional SP programme in order to determine the benefits that the region derived from the programme and the wider lessons to be learnt from the history of the programme. The report can be downloaded here.

North East Improvement and Efficiency Partnership
Project:- development of quality assurance framework for regulated and non-regulated care services in north-east England
In 2009 SP Solutions were commissioned by NEIEP to develop a quality assurance framework for regulated and non-regulated care services in north-east England. The purpose of this project was to devise a common set of standards that could be used both to monitor care services and accredit care providers, that complemented CQC standards and that learnt from existing good practice whilst taking account of local circumstances and resources

London Borough of Lewisham
Project: Personal Budget pilot for people with learning disabilities
In 2009-10 SP Solutions developed a Personal Budget pilot for people with learning disabilities in order to develop the systems and processes required to roll out Personal Budgets across adult social care in the Borough as part of the wider process of Personalisation of social care services

London Borough of Lewisham
Project;- system redesign of the drug and alcohol treatment system

SP Solutions worked with the London Borough of Lewisham to improve its drug and alcohol treatment system for an eighteen month period. Key achievements included:

  • Interim management of the Drug and Alcohol Team for a year
  • Transfer of commissioning and contract management responsibilities from Lewisham PCT to the Council
  • 30% increase in number of people in treatment
  • Redesign of treatment system
  • Re-commissioning of all Tier 2 and Tier 3 treatment services introducing Payment by Results into the contracting process

Gwynedd and Anglesey Councils
Project:- Development of move-on strategy
SP Solutions developed a move-on strategy for supported housing in these two north Wales authorities in 2010

Oxfordshire County Council
Project:- Strategic Review of housing support services for People with Mental Health Problems
SP Solutions undertook this review in 2009. The recommendation from this report, which included a reconfiguration of the entire system, have since been fully implemented

SP Solutions undertook a review of housing support services for young people in the Borough of Poole in 2009

Manchester City Council
Project: Strategic review of services for single homeless people
SP Solutions undertook a strategic review of housing support and other services for homeless people in Manchester in 2009

Halton Borough Council
Project:- Feasibility study for development of housing and support gateway
SP Solutions undertook a feasibility study for the development of a housing and support gateway for Halton in 2009
